The concession title granted to the Integral Port Administrations establishes the obligation to elaborate an Annual Operational Plan (AOP) on which there are considered the actions that will be carried out to fulfill the strategic objectives, indicators, goals and initiatives established on the Master Program of Port Development.

The formulation of the present Annual Operational Program has its bases on the diagnose of the port situation and on the implementation of strategies for the fulfillment of the objectives and programmed initiatives during the year 2011 and was structured under the Balanced Scorecard methodology which will allow to monitor the fulfillment of the objectives on an objective and efficient manner.

In addition it is important to emphasize that the Annual Operational Program is complimented with the Planning Document of the port and with the programming of the programs and investment projects of the entity registered on the Investment Unit of the Internal Revenue Services with the object to develop the programs and projects that are foreseen in the MPPD 2006-2015, as well as on the authorized Document of Liberation of Investment.

The Annual Operational Plan 2011 is aligned with the planning of the National Port System, which was developed considering the given alignments by the General Board of Ports, resulting in an executive document that concentrates the most important information of the planning of the port in formats through which will be followed up the strategic indicators of the port and the Institutional of the National Port System.
